REQUEST FOR INFORMATION (RFI): DELIVERY, CONFIGURATION, IMPLEMENTATION AND SUPPORT OF A CLOUD-BASED INTEGRATED MEDICAL MANAGEMENT SOLUTION

Overview

The RAF is conducting an information-gathering exercise for the delivery, configuration, implementation and ongoing support of a cloud-based integrated medical management solution. It invites cloud-based health IT vendors with experience in integrated medical management, healthcare claims, pre-authorisation, case management, provider network management, reporting and compliance to respond. Eligible respondents include OEMs or Accredited Partners/Resellers. Responses are due by 11 November 2026 (11:00), submitted electronically to bacsecretariat@raf.co.za; a 90-day validity period applies; inquiries should be in writing (Demand Management); the document notes a briefing address if required.

Requirements

• Demonstrated capability of a cloud-based integrated medical management solution covering clinical rules, pre-authorisation, hospital benefit management, case management, medical advisory, provider management, reporting and compliance, with integration to RAF systems and approved third-party platforms.
• Technical capabilities including cloud hosting (Azure/AWS/GCP), secure APIs, data security, privacy, governance, uptime and disaster recovery, scalability, and support for SSO, MFA and RBAC.
• Security, privacy and compliance with encryption (at rest/in transit), audit trails, and information security certifications (e.g., ISO 27001, SOC 2) and POPIA considerations; ability to manage regulatory updates and version control.
• Implementation approach with methodology, governance, resourcing, change management, training and knowledge transfer; ability to provide references (preferably SA public/healthcare deployments) and potential live demonstrations.
• Commercial awareness including indicative pricing/licensing for a multiyear, 1000-user scenario, with assumptions, exclusions, data migrations and maintenance costs.
