Overview

RFI to gather market input on automating MHSC SCM RFQ and tender processes, including integration with Promun IFMS. Suitable for vendors with SCM automation experience in the public sector, PFMA/National Treasury compliance, CSD integration, and e-Tender Portal familiarity; also those with IFMS integration capability. A non-compulsory briefing is on 26 August 2026 (online via Microsoft Teams). Closing date is 11 September 2026 at 11:00. Submissions to tenders@mhsc.org.za; max email attachment size 150MB.

Requirements

• PFMA, National Treasury Regulations, and PPPFA compliance.
• Integration capability with the Central Supplier Database (CSD) for supplier verification.
• Integration capability with National Treasury's e-Tender Portal.
• Promun IFMS integration (APIs, data mapping, budget checks, PO creation, invoice matching, GL updates).
• Modular, API-first architecture; scalable, secure hosting (on-premise, cloud, or hybrid) with RBAC, audit trails, and POPIA compliance.
• Comprehensive security and data protection, with real-time reporting and user-friendly UX.
• Demonstrated experience in RFQ/Tender management, supplier management, evaluation and award, contract management, and reporting.

• Submission method: digital proposal via email to tenders@mhsc.org.za; attachments max 150MB.
• Documents to submit: response documents including both technical proposal and pricing proposal (SBD 3) and all supporting documents; include company information per 8.1.
• Required registrations/pre-qualifications: provide CSD registration number and B-BBEE status documentation.
