Overview

This RFI seeks information on a Hybrid Litigation Model for RAF matters from experienced law firms to inform a potential panel and centralised governance framework. Suitable bidders are law firms with RAF experience, capacity to absorb overflow, and compliance with South African regulatory requirements (Fidelity Fund Certificate, LPC admission for proposed attorneys, etc.). Requirements

• Eligible, registered service provider and listed in the National Treasury Central Supplier Database.
• Not on National Treasury Restricted Suppliers or Tender Defaulters lists.
• Provide a proposal detailing how the hybrid model would be undertaken, plus:
  • years of RAF experience; team CVs; organogram showing proposed resources; LPC-admitted attorneys.
  • disclosure of conflicts of interest and any prior RAF-related findings.
• Pricing: propose a fixed cost per matter for a 3-year contract, covering defined duties; exclude advocate fees, expert witnesses, post-judgment work.
• Fidelity Fund Certificate for the firm (proof required).

  • proof of valid Fidelity Fund Certificate.
  • bidder’s proposal addressing RAF requirements, team experience, organogram, conflicts, and prior RAF findings.
  • pricing schedule (fixed cost per matter for Year 1–3).
  • any other information that may assist RAF.
• Registrations/pre-qualifications: indicate Central Supplier Database status; confirm LPC-admitted attorneys on the proposed team.
