Overview

RAF seeks to obtain a service provider to lease 500m2+ of Grade A/B office space in Bloemfontein CBD (or 2–3 km radius), including on-site parking, for a six-month period to establish the Bloemfontein CEC. This is an RFI; suitable landlords, property agents or consortia may respond. Eligible bidders must be registered on the National Treasury Central Supplier Database (CSD) and have orderly tax matters; bidders listed on restricted supplier or tender defaulter lists will be disqualified.

Requirements

• Be an eligible, registered service provider on CSD; tax matters in order; not on restricted/tender-defaulter lists.
• Building: Grade A/B (SAPOA), white-shell, minimum 500m2 GLA, 200m2 on ground floor; energy efficient; ideally single-tenant; ready for inspection; Certificate of Occupancy and Compliance available at occupation.
• Location: Bloemfontein CBD or within 2–3 km of major malls/public transport; good accessibility.
• Parking: minimum 30 undercover/onsite bays (5 for disabled, 10 visitor); loading zones; annual parking reviews.
• Facilities: HVAC, back-up power/UPS, water backup, dedicated electricity meters, fire/ET safety systems, lifts/escalators upkeep, compliance with SANS 10400; ready-to-receive IT/ICT infrastructure.
• Tenant installation: TI allowance; landlord right of first refusal on TI; SLA with defined timelines.
• Marketing/branding: landlord willing to permit branding/media opportunities.
• Security: adequate campus/building security, access control, lighting, multiple entrances.
• Other: layout drawings to City Council for COO; SLA, maintenance, fumigation, and ongoing building maintenance obligations.
