Overview

Audit of Election Technology: IEBC invites proposals for a three-year audit of its election technology systems and processes (QCBS). Suitable bidders are consulting firms with 10+ years in information systems/technology audit or related services, capable of delivering a full audit of election technology under a two-proposal (technical and financial) framework.

Requirements

• Registered/incorporated firm with valid documentation.
• At least 10 years’ experience in information systems/technology audit, systems assessment, or related services.
• Not debarred by PPRA and compliant with tax obligations (Kenyan firms require a valid tax compliance certificate).
• No conflicts of interest; no involvement with related procurement that could bias the assignment.
• Key Experts limited to one CV per position; no cross-proposal use of the same Key Experts where restricted.
• Joint Ventures (JV) limited as specified in the Data Sheet (none in this case).

How to Apply

• Submission deadline: 15 Oct 2026, 11:00 A.M EAT (REQUEST FOR PROPOSAL FOR AUDIT OF ELECTION TECHNOLOGY).
• Submission method: sealed proposals by mail or hand; no electronic submission (unless Data Sheet allows).
• Documents to submit: separate Technical Proposal (TECH-1 to TECH-7) and Financial Proposal (FIN-1 to FIN-4) plus Power of Attorney and mandatory documentary evidence; ensure proper signing and seals as specified.
• Registrations/pre-qualifications: proof of registration; tax compliance where applicable; PPRA debarment check.
• Briefing: no pre-proposal conference.
