Overview

Procurement of catastrophe modelling services for general reinsurance business. Bidders should be qualified consulting firms (individually or as a JV with a lead member) with expertise in catastrophe modelling and reinsurance risk analytics, able to operate under QCBS and deliver via Lump-Sum contract.

Requirements

• Eligibility and qualifications: legally established consulting firm (JV allowed with lead member), key/non-key experts with CVs, and compliance with ITC requirements (no conflicts of interest; availability of Key Experts).
• Compliance and ethics: adherence to Kenya’s anti-fraud, anti-corruption, and competition laws; PPRA debarment checks; provision of Certificate of Independent Proposal Determination; no involvement of public officers in the tender.
• Documentation: Technical Proposal forms TECH-1 to TECH-7 and Financial Proposal forms FIN-1 to FIN-4; Power of Attorney; separate technical and financial submissions.
• Tax and registrations: Kenyan tax compliance certificate; taxes addressed per Data Sheet; financials in Kenya Shillings (local costs) as required.
• Other: no more than one proposal per consultant; 120-day proposal validity; English language submissions; standstill/arbitration provisions per Data Sheet.

• Submissions: two inner envelopes (separate Technical and Financial proposals) per ITC 10.1; Power of Attorney; one original plus required copies as per Data Sheet.
• Clarifications: requests due by 7 days before the deadline; replies issued to all invited bidders.
• Pre-bid briefing: not applicable (Data Sheet indicates no pre-proposal conference).
