Overview

Consultancy services to prepare an update of the Public Land Inventory for Hells Gate, Njoro and Nyota Wards, Nakuru County. Open to all bidders with expertise in land administration, cadastral surveying, GIS and urban land-use planning; familiarity with Kenyan land laws and PPRA requirements is advantageous.

Requirements

• Eligibility and compliance: open to all bidders; joint ventures allowed; not debarred by PPRA; comply with Competition Act; no disqualifying conflicts with public officers.
• Tender security: KSh 40,000 in bank guarantee, insurer’s guarantee, or CBK-approved instrument.
• Proposals: two envelopes (Technical and Financial); Technical Proposal to include TECH-1 to TECH-7 and CVs; Financial Proposal to include FIN-1 to FIN-3; proposals valid for the period stated; no substitution of Key Experts unless allowed.
• Tax/anti-corruption: valid tax compliance certificate; Certificate of Independent Proposal Determination; adherence to anti-corruption, anti-competitive practices, and transparency rules.
• Evaluation: Quality and Cost Based Selection (QCBS); minimum technical score; price to be evaluated per the RFP; currency conversion and price adjustments as applicable.
