Overview

Procurement of consultancy services to undertake a comprehensive actuarial and risk assessment of the University Staff Medical Scheme (USMS) for Kenyatta University. Open to qualified actuarial/consulting firms with health-insurance actuarial experience. The assignment will be conducted under a Quality and Cost Based Selection (QCBS) process, with technical and financial proposals evaluated on a 70/30 weight.

Requirements

• Five actuarial analysis/risk assessment contracts on medical schemes with five clients in the last five years (2021–date); provide reference letters with period and contact details.
• Lead Consultant: Master’s degree and a degree in Actuarial Science, Statistics, Insurance or Risk Management; proven leadership on at least three similar assignments in the last 10 years.
• Technical team: two technical/support staff with actuarial science qualifications and relevant health-insurance/risk assessment experience.
• Submit an organized proposal including: company structure, key report lines, methodology, work-plan, and a realistic delivery schedule.
• Compliance: valid tax compliance certificate; not debarred by PPRA; no conflicts of interest; no involvement of public officers; independent proposal determination; confidentiality and ethics declarations.
• Mandatory forms: Power of Attorney, Confidential Business Questionnaire, technical and financial proposal documents, and Tender-Securing Declaration.

• Submission deadline: Thursday, 3 September 2026 at 10:00 A.M (local time).
• Submission method: sealed hard-copy proposals delivered to Kenyatta University, Procurement Department, Central Administration Complex, Nairobi (two inner envelopes for Technical and Financial; originals and copies as specified).
• Documents to submit (inner envelopes): TECH-1 to TECH-7 (Technical Proposal) and FIN-1 to FIN-4 (Financial Proposal) plus mandatory supporting documents listed in the Data Sheet.
• Pre-qualifications/registrations: certificate of registration/incorporation; Kenya Tax Compliance Certificate; KRA details; PPRA debarment status; Corporate ethics declarations.
• Briefing/clarifications: no pre-proposal conference; clarifications via procurement@ku.ac.ke by date in Data Sheet.
• Bid documents access: purchase hard copies for KES 1,000 (non-refundable); electronic copies free from KU procurement site and tenders.go.ke; note any addenda via provided contact.
