Overview

Nairobi City County Government invites bids for design, finance, build and sale or operation of a mixed-use development in Eastleigh through a joint venture. The project covers a 0.5116 Ha site in Eastleigh and envisages a landmark mixed-use complex (market, retail, housing) developed under a Joint Venture with NCCG. Suitable bidders include developers, construction/engineering firms, financial institutions, and approved consortia capable of forming or leading a JV (up to 5 members) and delivering a turnkey development.

Requirements

• Open international bidding for a Joint Venture with up to 5 members; lead member to represent the JV.
• Bidding parties must sign a Joint Bidding Agreement and form a JV with NCCG if successful.
• Bid Security: KShs 10,000,000 from a licensed bank; valid for the bid period.
• Bid validity: 210 days from bid opening.
• Currency: Kenyan Shillings; bids must include a full financial model.
• Location/Regulatory:National Construction Authority registration; PPRA exemption may be required; compliance with Kenyan competition law (exemption if applicable); local content rule (foreign bidders must source ≥40% inputs from Kenyan suppliers).
• Mandatory documents: serialized original + copies, standard forms I-IX, Power of Attorney, Joint Bidding Agreement, etc., and no alternative offers.
• Proposals to be evaluated on technical and financial criteria (QCBS); a technical score is required before financial proposals are considered.
• Anti-corruption/debarment declarations and audit rights required.

How to Apply

• Submission deadline: 28 September 2026 at 12:00 Noon EAT. Late bids will be rejected.
• Submission method: hard copies delivered to County Chief Officer – Housing & Urban Renewal, Main City Hall, 4th Floor Room 400; plus one soft copy on USB; all in sealed envelopes within a single outer envelope.
• Documents to submit: Technical Proposal (one original + 3 copies) with soft copy; Financial Proposal (one original + 3 copies) with soft copy; Power of Attorney; Joint Bidding Agreement if in a consortium; Bid Security; Full pricing and a financial model; serialized bid documents; all required standard forms (I-IX) as per the RFP.
• Pre-bid: no mandatory meeting.
