Overview

Procurement of consultancy services for the review of the transfer pricing policy. Open to qualified Consulting Firms (and Joint Ventures as defined in the ITC). The selection is Quality and Cost Based (QCBS) with proposals submitted in two envelopes; submission deadline is 15 September 2026 (10:00 East Africa Time) via hard copy to Nairobi, Kenya (RFP.pdf).

Requirements

• Legally established consulting firm or JV (JV members limited per Data Sheet).
• Eligibility: not debarred by PPRA; not insolvent; no conflicts of interest; not restricted public official involvement (ITC provisions).
• Tax/compliance: valid tax compliance certificate for Kenyan firms; comply with Kenyan laws; anti-corruption obligations (Certificate of Independent Proposal Determination; fraud/corruption forms).
• Key Experts: CVs for Key Experts; from eligible countries; not duplicated across proposals if restricted; ability to substitute with equal or better qualifications during negotiations per ITC.
• Financial: itemized, lump-sum or time-based pricing per contract type; all taxes included unless Data Sheet specifies otherwise; bid security of KSh 140,000.
• Proposals: Technical and Financial proposals in separate envelopes; original + copies as specified; signed by authorized representative with power of attorney.
• Documentation: complete Technical Proposal forms TECH-1 to TECH-7 and mandatory documentary evidence; Financial Proposal forms FIN-1 to FIN-4.
• Compliance: no transfer of RFP to other firms; no multiple submissions by the same consultant; standstill period before contract signing.
