Overview

ACSA seeks proposals for the Refurbishment of Fuel Assets at regional airports for 18 months, covering engineering design, project management, construction, produce as-built drawings and stated assessments at George, King Phalo, Bram Fischer, Kimberley and Upington airports.

Requirements

• CIDB grading: 7ME or higher (joint ventures may combine to 7ME).
• Mandatory bid process actions: compulsory briefing and site inspections at Upington (and subsequent sites per schedule); attendance must be recorded.
• Functionality criteria: minimum 70/100 to proceed to price/preference evaluation; criteria include company experience in oil/gas infrastructure refurbishments, multiple client references, and qualifications/experience of key personnel (lead engineers and technicians).
• Compliance and registrations: tax compliance (SARS PIN or CSD), with supporting documentation; bid validity period (84 days); adherence to CIDB/PPPFA arrangements and required forms.
• Insurance alignment: bidder must understand and align with employer-insured cover; provide evidence of ability to obtain/maintain required insurances and related deductibles; detailed insurance schedule provided in contract documents.
• Pricing and procurement rules: prices fixed for the contract duration; no price adjustments; preferred bidder selection through a 5-stage evaluation including mandatory admin, functionality, price, and preference.

• Attend compulsory briefing and site visits at Upington International Airport on 9 July 2026, with further site inspections at listed airports per schedule. Bring ID, safety gear, and sobriety compliance.
• Query window closes 29 July 2026 at 11:00.
• Submit tender by 14 August 2026 at 11:00 to Western Precinct, OR Tambo, Kempton Park. Submit: one original + one copy (sealed), plus electronic copy; ensure correct marking and return address. Include all returnable documents and forms (C1 Form of Offer, C2 Pricing, C3 Scope, C4 Site Information, etc.). Attach CIDB proof, SARS TCS PIN (or CSD), and proof of VAT status as applicable.
