Overview

Procurement: a service provider is to develop a three-year CSI strategy, an implementation/governance framework, an annual execution plan, and to implement and support CSI initiatives for the Housing Development Agency (HDA) for 36 months (HDA/HO/2026/005). Target bidders include firms with CSI strategy development, governance, Monitoring & Evaluation (M&E), communications, stakeholder engagement, and capacity to procure/coordinate CSI activities (household goods, renovations, etc.) and BB-BEE aligned reporting for SED measurement.

Requirements

• Mandatory compliance and pre-qualifications: CSD registration, COIDA Good Standing, complete SBD 1/4/6.1, tax compliance (CSD verification and SARS TCS), latest three years’ financial statements, confidentiality/non-disclosure, two-envelope bid submission (technical and financial separately), and data protection commitments.
• Technical/functional: minimum 70% technical threshold; team with CSI Strategist, M&E Specialist, Communications Specialist; CVs and qualifications; portfolio of evidence; reference letters; clear approach/methodology; Annexure 1 scope and Annexure 2 pricing (see below).
• Specific goals: 80/20 scoring with proof (SBD 6.1) for Black Women Owned, HDSA, Youth, Disabled, Military Veterans, etc; JV/Consortium rules and agreements if applicable.
• NIP considerations: complete SBD5 if applicable.
• Service levels and governance: quarterly reviews; 100% service level targets; account representative; replacement rights for non-value-adding staff; TCO/cost reduction commitments.
• Contract/Compliance: warranties of truthfulness; adherence to terms; risk and conflict-of-interest controls.
