Overview

Procurement of cleaning and hygiene services for the HDA head office for 36 months. The Housing Development Agency seeks a service provider (cleaning/facilities management) to supply six daytime cleaners, one supervisor, equipment, and monthly cleaning consumables for the 3,500 sqm head office at 4 Kikuyu Road, Sunninghill, JHB. Requirements

• Minimum three years in cleaning/hygiene services; provide references for large employers (150+ staff).
• Deploy six cleaners plus one supervisor; provide CVs, SA IDs, and clear training plan; weekly supervisor meetings with the HDA.
• Provide cleaning equipment and monthly consumables; maintain assets in good working order; adhere to OHSA and COIDA requirements; arrange substitute staffing if needed.
• Demonstrate Bargaining Council membership; comply with minimum wage (R33.27/hour) with annual cost escalations.
• Provide health and safety plan, waste disposal (hazardous waste), and annual supplier background checks; submit six-month rolling cleaning schedule to meet 08:00 office readiness.
• Compliance and governance: SBDs (SBD1, SBD4, SBD6.1), CSD registration, tax compliance, and NIPP/SBD5 where applicable; two-envelope bid submission; confidentiality and anti-collusion provisions; insurance where required.
