Overview

The tender seeks to appoint a turnkey contractor for the total upgrade of Groote Schuur Heritage House Museum in Cape Town. The 21-month design–development–construct–commission project requires a CIDB grading of 7GB or higher, with heritage-building experience advantageous; emerging 6GB PE bidders are not eligible. The CDC is the Implementing Agent for DPWI Prestige Projects.

Requirements

• CIDB: active 7GB or higher; 6GB PE not eligible; combined grading for JVs must meet threshold.
• Registration and compliance: active CIDB status through award; VAT registered; tax compliance (PIN or CSD); proof required for each JV party.
• B-BBEE: SANAS-accredited certificate as per Amended Construction Codes; JV/consolidated certificates for projects.
• Experience: demonstrated experience on at least one General Building project value ≥ R9m in last 10 years (with reference letters, appointment letters, completion certificates).
• Professional team: licensed professionals in key roles (e.g., Pr. Arch, Pr. Eng/Tech Eng, Pr. QS as applicable) and PSPs for design, safety, acoustics, conservation, etc.
• Security and governance: top bidders undergo SSA security vetting; compliance with PFMA, NEMA, MISS, CIP Act, and other legislation.
• Evaluation: minimum 70 points on functionality; subject to State Security vetting and capacity rules for active projects.
