Overview

REQUEST FOR PROPOSAL to appoint a service provider to supply, deliver, and install furniture (single beds and bunk) at the Montclair Lodge. The HDA invites bids from furniture suppliers with installation capability and post-delivery support, including a sample bed for inspection, a 2-year warranty, and experience delivering to government or corporate clients. A non-compulsory briefing is planned; submit bids within the 17 September 2026 11:00 deadline.

Requirements

• Company profile showing a minimum of 3 years in operation.
• Demonstrated capability with government/corporate furniture projects; attach appointment letters, references, or purchase orders (1–5 projects; up to 5 projects earn higher points).
• Warranty from the manufacturer and proof of warranty availability.
• Proof of suitable facilities/equipment (own manufacturing or SLA with the manufacturer).
• Transportation capacity with valid vehicle licenses or SLA with transport providers.
• Compliance with SBD 1, SBD 4, and SBD 6.1; CSD registration and tax compliance.
• COID/Good Standing and related regulatory certificates.
• Provide one sample bed for inspection prior to bulk delivery; bulk delivery only after written approval.
• Fully assembled or on-site assembly, delivery, off-loading, and positioning as required; warranty coverage for defects.
• Confidentiality, non-collusion, and no canvassing of HDA staff.

• Submission method: two sealed envelopes/boxes (Volume 1: Compliance + Technical; Volume 2: Financial). Include 1 original and an electronic USB copy; envelopes must be marked and delivered to The Housing Development Agency, 4 Kikuyu Road, Sunninghill (the tender box). See attached delivery instructions.
• Required documents: SBD 1, SBD 4, SBD 6.1; JV/consortium agreements if applicable; pricing schedule (Annexure 2) in Volume 2; Certificates of Acquaintance with RFP Terms; confirmation of confidentiality where applicable.
• Registrations/pre-qualifications: National Treasury Central Supplier Database (CSD) registration; tax compliance status; COID good standing; NIPP considerations where applicable.
• Briefing session: non-compulsory briefing on 4 September 2026 at 9 Benson Road, Montclair (Durban); attendance not mandatory.

Note: The RFP contemplates an 80/20 price vs. specific-goals evaluation, with Johnson-style admin, technical, and financial stages, best-and-final-offer rights, and potential contract award in parts or after BAFO. Stage criteria and NIPP requirements are detailed in the attached RFQ.
