Overview

Lease and operation of Swartruggens Municipal Vehicle Testing Station for 36 months. This procurement targets a service provider to fully run the station, ensure statutory testing and certification, manage revenue, maintain equipment, and supply qualified staff. Suitable bidders include those with Grade A vehicle testing capability, experience in public asset management, and ability to implement a revenue-share model under PPPFA 80/20.

Requirements

• Statutory compliance with National Road Traffic Act (Act 93 of 1996) and relevant SANS codes; conduct roadworthiness testing and issue certificates (Grade A standards).
• Revenue management: transparent cash/electronic payments; remittance of agreed rental or revenue-share to the municipality; NaTIS alignment; monthly payments with independent auditor’s certificate.
• Asset maintenance: routine upkeep and calibration of testing equipment; maintenance at operator’s expense.
• Staffing: fully qualified, registered vehicle examiners and administrative staff.
• Functional and financial pre-conditions: minimum 70/100 functionality score; credible references; demonstrated financial ability.
• Equity preferences: PPPFA 80/20; BBBEE and social equity criteria (Women, Youth, Locality, Disabled, Black ownership).
• Returnable/compliance documents: original tax clearance, BBBEE certificate, Central Supplier Database full report, CK/CM certificates, authority for signatory (and JV documentation if applicable).
