REQUEST FOR PROPOSAL (RFP) - DISPOSAL AND DEVELOPMENT OF MUNICIPAL IMMOVABLE PROPERTY: ERVEN PORTION RE16/55; RE38/55 AND RE42/55, LEEU-GAMKAClosed

Overview

Prince Albert Municipality invites proposals for the disposal and development of municipal immovable property: Erven RE16/55; RE38/55 and RE42/55, Leeu-Gamka. This is an open RFP aimed at bidders with real estate development, property development, architectural/engineering and related capabilities. The bid uses a 80/20 preference points system (price 80; B-BBEE 10; locality 10), requires CSD registration, CIDB where applicable, and a tax/compliance status. Bids are time-sensitive and must comply with the municipality’s SCM policies and GCC. Closing is 23 October 2026 at 13:30. Tender documents are available online and in hard copy for a fee. Bidders should anticipate a 120-day bid validity period and a public bid opening.

Requirements

• Bidder must be registered on the Central Supplier Database (CSD) and provide CIDB CRS number if applicable.
• Tax compliance: provide original/or valid Tax Status PIN (or TCS/CSD if applicable).
• B-BBEE status certificate (MBD 6.1) or certified copy; submit with bid.
• Functionality/quality scoring: must meet minimum scores as indicated in the tender; non-responsive if below threshold.
• Complete and sign MBD forms: MBD 1, MBD 2, MBD 4, MBD 5, MBD 6.1, MBD 7.x, MBD 8, MBD 9, MBD 15, and E-Tender Declaration; include pricing schedule (MBD 3.1).
• Ensure bidding documents are sealed and submitted in the tender box; late or unmarked bids are disqualified.
• Bids may be rejected if not compliant with SCM policies, and no bids from state servants.

• Bids must be lodged in sealed envelopes clearly marked with the tender number and description, deposited in the Finance Division tender box (Thusong Centre, Adderley Street, 6930). Tender box hours: Mon-Thu 07:30–16:00; Fri 07:30–15:30.
• No compulsory clarification meeting. Bids are opened publicly after the closing time.
