REQUEST FOR PROPOSAL FOR THE APPOINTMENT OF A FACILITY OPERATOR TO FINANCE, OPERATE, CONSTRUCT, MAINTAIN, AND DECOMMISSION THE FLOATING DRY DOCK FACILITY

Overview

RFP to appoint a Facility Operator to finance, design, construct, operate, maintain and decommission a Floating Dry Dock Facility at the Port of Cape Town for a 25-year concession. Bidders should have end-to-end capability in port/infrastructure projects, marine ship-repair/or operations, long-term concessions, and project finance, with relevant environmental, health and safety experience and certifications.

Requirements

• Proven financial capacity and ability to arrange multi-year project finance (Updated Financial Model in Schedule 4; financiers’ agreements).
• Demonstrated experience in design, financing, construction, operation, maintenance and decommissioning of heavy marine port infrastructure or floating-dock facilities; strong risk allocation capabilities.
• Compliance with Environmental/Health & Safety and TNPA SHE policies; Certifications such as ISO 14001, ISO 9001, BS OHSAS 18001, NOSA 1–2 Star.
• B-BBEE status with commitment to development and possession of a B-BBEE verification certificate; adherence to Schedule 8A–8F and Economic Development plans.
• Pre-qualifications: Tax clearance; evidence of ability to provide guarantees and lender support (Annexures I, X–Y); related due diligence and registrations as required.
