REQUEST FOR PROPOSAL (RFP) FOR THE APPOINTMENT OF A PROFESSIONAL SERVICE PROVIDER TO DEVELOP ENVIRONMENTAL, SOCIAL AND GOVERNANCE (ESG) FRAMEWORK AND CONDUCT AN IN-DEPTH ESG ASSESSMENT FOR A PERIOD OF 24 MONTHS.

Overview

Procurement of a professional service provider to develop an ESG framework and conduct an in-depth ESG assessment for 24 months (Intersite/PRASA ESG scope). Bidders should be ESG/sustainability consultancies or consortia with demonstrable experience in gap analyses, framework design, policy/process development, measurement indicators, and reporting tools, with compliance to SA procurement rules (CSD registration, tax compliance) and BBBEE considerations.

Requirements

• Demonstrated ability to map current ESG functions, define a best-practice framework, and perform gap analyses; deliverables include an ESG framework, policies, measurement indicators, reporting templates, and an ESG roadmap (Annexure A scope).
• Compliance prerequisites: registration on the Central Supplier Database (CSD), tax compliance status (PIN/TCS), and adherence to PPPFA 2022; potential JV/consortium requirements with signed agreements.
• Mandatory briefing session: 9 November 2026 (Microsoft Teams), compulsory (see Annexure 2 Form D).
• Clarifications: questions deadline 12 November 2026; responses by 16 November 2026 (see Annexure 2 Form A).
• Bid submission: sealed bid to PRASA Umjantshi House, 30 Wolmarans Street, Braamfontein, Johannesburg, by 26 November 2026, 12:00 PM (see Annexure 2 Form A).
• Documentation: complete and submit all listed bid returnables (Forms A–G, SBDs 4, 5, 6.1, and Annexures 1–7) plus the Pricing Schedule (Annexure 5).
• Contractual and governance: confidentiality, security screening, anti-corruption/ PES, and accompanying draft contract (Annexure 7).

How to Apply

• Download the RFP from the National Treasury e-Tender portal; attend the compulsory briefing on 09 November 2026 at 11:00 (MS Teams) (Annexure 2 Form D).
• Prepare and submit a sealed bid in the specified format, including all Forms A–G, SBDs, Annexures, and the Pricing Schedule (Annexure 5).
• Ensure CSD registration and SARS tax compliance details; if a consortium, provide a signed JV/consortium agreement or written confirmation of intent (Annexure 2 Form B).
• If submitting from outside RSA or via foreign entity, provide Tax/VAT status where applicable (Form B).
• For clarifications, submit RFP Clarification Form by 12 November 2026 to Max Mashabane; PRASA will circulate clarifications to all bidders (Annexure 2 Form A).
