Overview

PRASA seeks to appoint a panel of fencing contractors to replace fencing at various stations and depots in the KwaZulu-Natal region over a 36-month period (as required). The bid targets experienced fencing/construction firms capable of delivering across multiple sites, with required registrations and compliance (CSD, tax, BBBEE, CIDB), and who can operate under a JBCC/GCC contract framework.

Requirements

• Demonstrated experience in fencing replacement for stations/depots, including concrete palisade, steel palisade, and heavy-duty precast fencing, with track record of completed projects.
• CIDB registration and the capacity to manage multi-site works; ability to meet the scope of works as an on-call panel.
• Compliance: registration on National Treasury’s Central Supplier Database (CSD) and tax compliance (SARS TCS/PIN or equivalent); provide CSD/B-BBEE evidence as applicable.
• Insurance: provide Works and Goods insurance and public liability insurance.
• Adhere to applicable standards: PRASA NGS/SANS, Occupational Health and Safety Act, Railway Safety Regulator requirements, and related construction regulations.
• Site supervision: nominate a Site Supervisor and demonstrate technical team capability; provide references of similar works.
• Joint ventures/consortia: if applicable, submit JV/consortium agreements or intention to form one before award.
• Contract framework: works under the latest JBCC/GCC contract; payment terms around 30 days on correct invoicing; funding contingent limitations noted (subject to budget).

• Briefing and site inspection: compulsory briefing on 26 August 2026 at 10:00, PRASA KZN, 65 Masabalala Yengwa Avenue, Greyville ( Durban Station). Attendance must be evidenced (Form D Annexure 2) and bidders must sign the briefing register (ANNEXURE 2-APPENDICES -FENCING.pdf).
• Questions and clarifications: submit RFP clarification by 11 September 2026; PRASA will issue responses to all respondents by 15 September 2026 (ANNEXURE 3 RFQ Clarification Form-FENCING.xlsx).
• Submission: sealed bids to The Secretariat/Tender Office, PRASA KZN, Tender Box No.04, 65 Masabalala Yengwa Avenue, Greyville, Durban Station. Closing date/time: 17 September 2026 at 12:00.
• Documents to submit: Volume 1 with Part A (Mandatory Requirements) and Part B (Technical Response); include 1 original and copies; ensure compliance with required forms (SBD4, SBD6.1, Form C pricing, Form F security, Form E statements, Form G/Acknowledgment, Form H funding) as outlined in the annexures (ANNEXURE 2 and FORMS A–H).

• Important: funding is contingent; award depends on budget provision and regulatory approvals (Special Conditions: Funding Contingency).

Notes: The scope includes demolition, clearance, backfilling, new fencing supply and erection, and earthworks finishing across multiple KZN stations/depots (as listed in the Annexure). The contract uses JBCC/GCC terms and PRASA will conduct due diligence including BAFO where required.
