Overview

The PRASA RFP seeks to appoint a panel of suppliers for the supply and delivery of OHTE and substation materials (steel components) on an as-and-when-required basis for 36 months in the PRASA KwaZulu-Natal region. Bidders should be capable suppliers of electrical materials across six categories (cables/wires, signs/licences, insulators/isolators, steel components, consumables, and general electrical material) with OTIF delivery capability and appropriate quality accreditations (e.g., SABS/QA bodies).

Requirements

• Register on National Treasury Central Supplier Database (CSD) and provide related details; tax compliance (SARS TCS/PIN) required; include CSD/TCS where applicable.
• Submit evidence of financial capability (e.g., cash flow indicating liquidity; minimum threshold noted in the technical requirements).
• Demonstrate technical capability and relevant project experience in OHTE/substation materials; provide references.
• Possess appropriate accreditation/quality assurance certificates; materials must be approved by SABS or recognized QA bodies.
• Provide insurance cover: works/goods and public liability.
• Compliance with PFMA, regulatory and safety requirements (RSR, etc.); confidentiality obligations.
• If bidding as a JV/consortium, submit a signed JV/consortium agreement or clear intent with percentage splits.
• Delivery performance: OTIF delivery within 21 working days after PO; provide manufacturer’s confirmation if delivery is longer.
• Respondents must complete and sign mandatory forms (e.g., SBDs) and adhere to tender rules; foreign bidders must provide tax/CSD details where applicable.
• Contract terms include 36-month panel, with framework contract and potential BAFO/negotiations; etc. (see Annexures for full terms).

• Briefing/session: compulsory site briefing at PRASA KZN, 65 Masabalala Yengwa Avenue, Greyville, Durban on 12 August 2026 at 10:00; attendance must be recorded on Form D Annexure 2 (see ANNEXURE 2).
• Questions: submit clarifications by 26 August 2026; responses issued by 28 August 2026 (see ANNEXURE 1/2).
