Overview

RFP to implement an online library system with three years of maintenance and support. Suitable bidders include OEMs/Original Software Manufacturers or Accredited Resellers/Partners. Requirements focus on a web-based legal library with content ingestion, licensing, access control, advanced search, in-browser viewing, personalization, and security. Training for five end users and four IT staff is needed, along with cloud hosting, 99.9% uptime, and robust cybersecurity measures. Scope covers legislations, case law, regulations, legal commentary, and practice notes across multiple domains.

Requirements

• OEM/OSM or Accredited Reseller for the proposed solution.
• Comprehensive pricing proposal with a full cost breakdown for three years.
• Mandatory compliance evidence (e.g., tax status, CSD registration, SBD forms).
• Security and privacy controls (data encryption, RBAC, etc.) and compliance with relevant laws.
• Training plan (5 end users + 4 IT staff), system documentation, and knowledge transfer.
• Service Level Agreement readiness and draft terms (Governing law, indemnities, exit provisions).

How to Apply

• Closing date/time: 08 October 2026 at 11:00. Proposals must be hand-delivered to Land Bank Head Office Tender Box (272 West Avenue, Die Hoewes, Centurion) with 1 original and 1 USB copy. Proposals must be marked with the RFP details. Late bids are not considered. (T12-09-26)
• Briefing: non-compulsory virtual briefing on 17 September 2026 at 11:00 via Microsoft Teams. Written clarifications due 17 September 2026 16:00; responses by 21 September 2026. (T12-09-26)
• Documents to submit: Annexures A–F (Vendor Accreditation, Bidders Disclosure, Covenant of Integrity, FICA, SBD 6.1, Terms and Conditions) and relevant pricing documents; include Service Level Agreement readiness (Annexure G) if awarded.
