Overview

IDC seeks proposals for the provision of internet services across IDC regional offices, delivering 100 Mbps per site over fibre last-mile, for a 3- or 5-year contract. Bidders should be capable ISPs with a valid license, own backbone, and regional reach in SA; experience with MPLS/VPN and direct internet connectivity is relevant.

Requirements

• Valid ICASA ISP license; provide certificate as proof.
• Own backbone network infrastructure; submit backbone design drawing.
• Minimum three relevant references in past five years.
• Demonstrate proposed network design with diagrams (IDC@POP names, regional connections, international peering details).
• Service Level Agreement with 98% monthly availability, proactive monitoring, monthly reports, single point of contact, and monitoring portal access.
• ISP-managed devices to connect to IDC network; SNMP read-only access to ISP routers.
• Portal access for bandwidth utilisation reports.
• 8x5 technical support and next-business-day hardware replacement.
• Detailed implementation plan ≤12 weeks from start.
• Compliance documents: tax, B-BBEE, disclosure, POPIA, and CSD checks.
• Potential enterprise development requirements; partnership with black-owned entities encouraged (Specific Goals).
• POPIA/compliance, background checks, and risk criteria considered during award.

How to Apply

• Submission deadline: 29 September 2026 at 11:00; responses must be submitted electronically via the IDC platform (platform details in the RFP).
• Documents to submit (as per Annexures): Cover page, Board Resolution, Company Representative ID, Annexures 2–8 (including Tax Compliance, B-BBEE, Disclosure, Shareholders/Directors, BEE Plan, Privacy), Response to Section 2, and the separate Schedule 4: Price Proposal.
• Registrations/pre-qualifications: CSD check and Tax Compliance requirements; provide TCS/PIN or CSD details per Annexures.
