REQUEST FOR PROPOSAL TO LEASE THE PREMISES IN EXTENT OF 135,3m2 AT COODE

Overview

Lease of a 135.3 m2 premises at Coode Crescent for the Port of Cape Town, for up to 10 years. Bidders should have property/lease experience and capacity to refurbish/fit-for-purpose (e.g., property developers, gallery operators) and meet compliance requirements (tax, CSD, B-BBEE, security clearance). A non‑mandatory briefing is on 14 Oct 2026; closing date is 02 Nov 2026; submissions are via the Transnet eTender portal. Requirements

• Lease for 135.3 m2 on an as-is basis; property use to be defined (Annexure 1).
• Tax compliance: SARS PIN/CSD verification; each JV party must provide separate tax status; CSD if no TCS.
• National Treasury Central Supplier Database (CSD) registration prior to award.
• B-BBEE: valid certificate or sworn affidavit; EMEs/QSEs must provide B‑BBEE evidence.
• Security clearance for bidder personnel (CONFIDENTIAL/SECRET/TOP SECRET) as applicable.
• Employment Equity Act compliance; confidentiality and non-disclosure agreements.
• Returnable documents: SBD 1, JV agreements (if applicable), lease documents, financial statements or cashflows, maintenance and capex plans, and business/operational plan aligned to Port Development Framework.
• Evaluation requires: 2+ years’ experience, 2 reference letters (not older than 5 years), bank rating (within 3 months), and a financially viable plan with capital expenditure and maintenance schedules.
