REQUEST FOR PROPOSAL TO LEASE THE PREMISES IN EXTENT OF 153.4m2 AT ALKMAAR ROAD FOR THE PORT OF CAPE TOWN FOR A PERIOD OF UP TO TEN (10) YEARS.

Overview

Lease of a 153.4 m2 light-industrial premises at Alkmaar Road, Port of Cape Town, for up to ten years. The RFP invites property owners/space operators with port/lease experience to bid to lease the site on an as‑is basis for light industrial use (Container Terminal adjacent). Bidders should have relevant leasing/operational track records and meet SA tax, B-BBEE, and supplier database requirements, with the ability to fund refurbishments as needed. A non‑compulsory briefing is on 14 October 2026 (Microsoft Teams). Closing: 2 November 2026 (12:00). Submissions are electronic via Transnet’s e‑tender system.

Requirements

• Minimum 2 years’ experience in the proposed use; include company profile and evidence (e.g., lease/licence).
• At least 2 reference letters not older than 5 years.
• Bank rating not older than 3 months (A/B/C scale).
• Demonstrate alignment to Port Development Framework Plan and Port priority activities (use, port relevance, value to port).
• Market analysis showing port-related commercial activity; SWOT and market segments.
• Demonstrate value to port (vision, objectives, innovation, short/medium term benefits).
• Capital Expenditure plan for refurbishment/upgrade (with a WBS/schedule).
• Maintenance expenditure plan and signed cash flow viability (Finance professional).
• Tax compliance, CSD registration, and B-BBEE status (certificate or sworn affidavit); JV/consortium arrangements if any.
• Premises inspection prior to bid; comply with exclusions (no hazardous materials storage, etc.).
• Security clearance may be required for the successful bidder/personnel.

How to Apply

• Download RFP and annexures from the National Treasury e‑Tender portal and Transnet portal (see TNPA/2026/09/0003/114803/RFP.pdf).
• Submit: SBD 1 form, Pricing (Rentals) schedule (Section 4), Proposal Form (Section 5), Certificate of Acquaintance (Section 6), RFP Declaration (Section 7), Specific Goals (Section 9), Job Creation (Section 10), POPI (Section 11), plus essential returnables (tax PIN, CSD, company resolutions, JV docs if any).
• Register for Tax Compliance PIN with SARS (via e‑filing) and ensure CSD registration; each JV/consortium party must have their own TCS/CSD.
• Submit electronically via Transnet eTender Portal (transnetetenders.azurewebsites.net) in Google Chrome; upload against the TNPA tender; file names must be alphanumeric; deadline 2 November 2026 12:00.
• Briefing: non‑mandatory 14 Oct 2026 10:00; site visit by arrangement; questions close 23 Oct 2026.
