REQUEST FOR PROPOSAL TO LEASE THE PREMISES IN EXTENT OF 16.25m2 AT ELLIOT

Overview

LEASE OF A 16.25m2 STORAGE PREMISES AT ELLIOT BASIN, PORT OF CAPE TOWN, FOR A PERIOD OF UP TO TEN (10) YEARS. The RFP invites bids from entities to lease the Elliott Basin storage space for port-related storage/containers, with refurbishment/fit-out obligations and compliance to TNPA lease terms. Bidders should have port-property leasing or logistics storage capability, prior lease/occupancy experience, and the ability to meet financial and regulatory requirements.

Requirements

• Minimum 2 years’ experience in the proposed use, with a company profile and supporting evidence (e.g., lease/license).
• At least 2 reference letters not older than 5 years.
• Tax compliance: SARS Tax Compliance Status PIN or Tax Clearance; if unincorporated JV/consortium, each party must submit its own TCS/CSD; if no TCS, provide CSD number.
• Register on the National Treasury Central Supplier Database (CSD) prior to bidding.
• Essential returnables: SBD 1 form, joint venture/consortium agreement if applicable, confidentiality/non-disclosure, and other specified certificates (Certificate of Acquaintance, RFP Declaration, DPIP/FPPO disclosures).
• Bank rating not older than 3 months (rating A, B, or C).
• Financial viability: detailed cash flow projections for the lease term; latest financial statements or equivalent projections signed by a qualified accountant.
• Capital expenditure and maintenance plans with a work breakdown structure and schedule; maintenance plan aligned to use; evidence of capital works if required.
• Environmental/Green requirements: Environmental Management Plan and alignment to Port Development / PDFP (Annexures in the RFP).
• Security clearance: may be required for personnel; comply with TNPA security requirements.
• Compliance with Employment Equity Act and integrity/DPIP disclosures; adherence to Port policies.
• Site inspection and due diligence: bidder to perform inspections prior to submission.
