REQUEST FOR PROPOSAL TO LEASE THE PREMISES IN EXTENT OF 191m2 AT ALKMAAR

Overview

Leasing of a 191m2 premises at Alkmaar Road for the Port of Cape Town, for up to 10 years. The RFP invites bids from entities able to fund, refurbish and manage port-area storage/laydown space, with compliance to TNPA lease terms, environmental and governance requirements, and related port-development objectives. Suitable bidders include property/leasing operators with port/industrial use capability and capacity to undertake fit-out and ongoing maintenance under a long-term lease.

Requirements

• Tax compliance: provide SARS Tax Compliance Status (PIN) or Tax Clearance; if not available, CSD registration number must be provided; separate TCS for each JV/consortium member.
• Central Supplier Database (CSD) registration prior to submission.
• B-BBEE: valid B-BBEE status certificate or sworn affidavit (for EMEs/QSEs as applicable).
• Demonstrated experience: minimum 2 years in the proposed use, plus at least 2 reference letters not older than 5 years; evidence of financial capacity (bank rating) and alignment to the Port Development Framework Plan; capital expenditure and maintenance plans.
• Additional requirements: potential security clearance for personnel; compliance with Employment Equity Act; confidentiality and integrity obligations; and ability to undertake refurbishment/upgrade works as part of the lease.

• Documents to submit: SBD 1 form; pricing/rental offer (Section 4); Proposal Form and Returnable Documents (Section 5); Certificate of Acquaintance with RFP (Section 6); RFP Declaration (Section 7); Tax/PK and CSD proof; JV agreement if applicable; Environmental, Maintenance and Financial plans as requested (see Annexures).
• Pre-qualifications: register on CSD; provide SARS PIN; ensure tax compliance; consider DPIP/FPPO disclosures as required.
