REQUEST FOR PROPOSAL TO LEASE THE PREMISES IN EXTENT OF 199.7m2 AT HERIBI HOUSE FOR THE PORT OF CAPE TOWN FOR A PERIOD OF UP TO TEN (10) YEARS.

Overview

This RFP invites bids to lease a 199.7 m2 premises at Heribi House, Port of Cape Town, for up to ten years. The property is offered on an as-is basis for light industrial use and may require bidder refurbishment. Available from 01 November 2026, with a non-compulsory briefing on 14 October 2026 and a closing date of 02 November 2026 (12:00) for bid submissions, which must be uploaded electronically via Transnet’s eTender portal (see TNPA/2026/09/0002/114802/RFP.pdf). Bids are valid for 120 business days. Suitable for bidders with port/real estate leasing, refurbishing, and facility-management capabilities, and who can meet tax, registration, and BBBEE obligations. bidders should inspect the premises prior to submission (site visit arrangements via the portal).

Requirements

• Lease of 199.7 m2 light industrial space at Heribi House; fit-out/refurbishment at bidder cost; possible beneficial occupation.
• Tax compliance: provide SARS Tax Compliance Status (PIN) and/or CSD registration; if part of a JV, each party must have separate TCS/CSD.
• B-BBEE: submit valid B-BBEE status certificate or sworn affidavit (for EMEs/QSEs).
• Returnable documents: signed SBD 1, certificate of acquaintance with RFP, company resolution, JV agreement if applicable, tax/pin, CSD number, insurance/financial statements as required, and other documents listed in the essential/returnable sections.
• Site inspection rights and prior property inspection recommended; compliance with all statutory requirements and acceptance of lease terms subject to Transnet Legal Review.
• Evaluation will include administrative and substantive responsiveness, technical/functional criteria, and rental offer (pricing) with post- tender negotiations possible.

• Closing date: 2 November 2026 at 12:00 (per RFP document; bids must be uploaded via https://transnetetenders.azurewebsites.net; ensure uploads are complete and file names use letters/numbers only).
• Submission method: electronic submission on the Transnet eTender Submission Portal; register, log in, and upload against TNPA/2026/09/0002/114802/RFP (see Section 3 of the RFP).
• Documents to submit: SBD1 form and all essential/returnable documents (Section 5), tax pin/CSD, BBBEE documents, JV agreements if any, capital expenditure plan, maintenance plan, business plan, reference letters, bank rating, and related annexures (Annexures 1–7).
