REQUEST FOR PROPOSAL TO LEASE THE PREMISES IN EXTENT OF 2268,5m2 AT EASTERN

Overview

Request for Proposal to lease the Premises of 2268.5 m2 at Eastern Mole Tanker Basin, Port of Cape Town, for up to ten years. The RFP is by Transnet National Ports Authority and targets bidders in port-related real estate/leasing, property development, and facilities management with capability to refurbish, ensure compliance, and operate storage/laydown space within a port environment.

Requirements

• Lease of 2268.5 m2 on an as-is basis; exclusions include handling of hazardous chemicals, truck staging, fertilizers, refuelling depots, and similar activities.
• Refurbishment/upgrade at the bidder’s cost to ensure fit-for-purpose use; beneficial occupation may be negotiated.
• Minimum qualifications: ≥2 years’ experience in proposed use; ≥2 reference letters; bank rating not older than 3 months; robust business plan with cash flow viability; capital expenditure and maintenance plans.
• Compliance: tax compliance (SARS PIN/CSD registration), CSD registration if applicable, B-BBEE status, DPIP/FPPO disclosures, security clearance if required, and environmental plan alignment (Annexures).
• Returnable documents: SBD forms, certificate of acquaintance, RFP declaration, specific goals claims, job creation, protection of personal information, JV agreements if applicable, and proof of registrations (CSD, tax). (See TNPA 2026 09 0008 114789 RFP.pdf)

• Submission deadline: 13 November 2026 at 10:00; submissions via the Transnet e-tender portal (transnetetenders.azurewebsites.net).
• Documents to submit: full Proposal including Section 5 returnables, pricing (Section 4), SBD1, Certificate of Acquaintance, RFP Declaration, Specific Goals form, Job Creation and Skills Development, POPI; JV agreements if any; Tax PIN or clearance; Environmental Plan; and relevant certificates (SARS PIN, B-BBEE).
