REQUEST FOR PROPOSAL TO LEASE THE PREMISES IN EXTENT OF 2444,6m2 AT EASTERN

Overview

The RFP seeks to lease a 2444.6 m2 premises at Eastern Mole-Tanker Basin, Port of Cape Town, for up to ten years. Bidders with port/LEASING and property development experience, capable of refurbishing and maintaining leased space, should consider bidding. Proponent qualifications include SA tax compliance, CSD registration, and B-BBEE status where applicable; and readiness for site inspection and potential alignment with port planning requirements.

Requirements

• Lease of premises on an as-is basis for storage/laydown (Eastern Mole-Tanker Basin, 2444.6 m2); exclusions apply (hazardous chemicals, fertilizers, refueling depots, etc.).
• Bidder must refurbish/upgrade as necessary and ensure fit-for-purpose use; beneficial occupation may be negotiated with justification and cost bearing by the bidder.
• Minimum pre-qualification: 2+ years in the proposed use; at least 2 reference letters within 5 years; bank rating not older than 3 months; cash flow and capital expenditure/maintenance plans; alignment to Port Development Framework Plan.
• Compliance: tax compliance (SARS PIN or CSD registration), B-BBEE status (certificate or sworn affidavit for EMEs/QSEs), DPIP/FPPO disclosures if applicable, confidentiality and data protection, and all essential returnable documents.
• Evaluate on administrative responsiveness, substantive responsiveness, technical/functional criteria (minimum 66.67/100), with final award per policy and possible post-tender negotiations.

• Submission method: electronic submissions via the Transnet e-Tender Portal (transnetetenders.azurewebsites.net) against the TNPA tender; ensure uploads are timely and filenames use allowed characters.
