REQUEST FOR PROPOSAL TO LEASE THE PREMISES IN EXTENT OF 3021,7m2 AT EASTERN

Overview

Lease of a 3,021.7 m2 premises at Eastern Mole-Tanker Basin, Port of Cape Town, for up to ten years. The space will be leased for storage/laydown; prospective bidders include property developers/investors and port-tenant operators able to refurbish/upgrade at their cost and ensure compliance with port regulations and environmental requirements.

Requirements

• Tax compliance: provide SARS Tax PIN/status or Tax Clearance; CSD registration if applicable.
• Central Supplier Database (CSD) registration before award; foreign bidders may require local incorporation.
• B-BBEE: submit valid B-BBEE certificate or sworn affidavit; JV groups must provide consolidated scorecard.
• Joint ventures: sign JV agreement or intention to enter into one, with percentage split; evaluation may use majority shareholder for the JV.
• Documentation: SBD forms, Certificate of Acquaintance with RFP, RFP Declaration, Specific Goals, Job Creation/Skills Development, POPI, Environmental Plan, JV documentation if relevant, maintenance and capital expenditure plans, cashflow projections, bank rating.
• Site inspections and access: bidders must conduct inspections prior to submission; arrangement for site visit via dedicated email.
• Refurbishment/upgrade: bidder bears cost; may negotiate beneficial occupation with a business plan approval.
• Additional: DPIP/FPPO disclosures if applicable; adherence to tax, anti-corruption, and due diligence requirements.
• Returnable documents must remain valid for the lease term.

How to Apply

• Obtain the RFP documents from National Treasury e-Tender Portal or Transnet portal (TNPA/2026/09/0009/114790/RFP.pdf).
• Attend the non-compulsory briefing on 14 October 2026 (MS Teams) and arrange a site visit if needed (details in the RFP).
• Prepare a rental offer (Section 4) with escalation and complete all returnable documents (SBD 1, etc.).
• Register on the Transnet e-Tender Portal; upload the bid package against the tender by the stated deadline (Submission via transnetetenders.azurewebsites.net; max 30 MB per upload; ensure file names use alphanumeric only).

• Validity: bids stay open for 120 business days from closing date.
