REQUEST FOR PROPOSAL TO LEASE THE PREMISES IN EXTENT OF 32.5m2 AT ELLIOT BASIN

Overview

Lease of the premises in extent of 32.5m2 at Elliott Basin, Port of Cape Town, for up to ten (10) years. The RFP invites bids from entities with port/logistics property experience to lease vacant Elliott Basin space, including potential fit-out/refurbishment, and to comply with tax, governance and environmental requirements and to present a port-aligned business plan.

Requirements

• Tax compliance: submit SARS Tax Compliance Status PIN (TCS) to verify tax status; if not available, provide a Central Supplier Database (CSD) number; in a joint venture, each party must submit its own TCS/CSD.
• Central Supplier Database: Bidder must register on CSD prior to submission.
• B-BBEE: valid B-BBEE status level certificate or sworn affidavit (DTIC guidelines).
• Experience and references: minimum 2 years’ experience in proposed use; at least 2 reference letters not older than 5 years; bank rating not older than 3 months.
• Financial viability: cash flow projections for lease term, signed by a finance professional.
• Plans: Capital Expenditure plan and Maintenance plan; alignment with Port Development Framework Plan; Environmental Management Plan (Annexure 2).
• Site/condition and execution: property inspection prior to submission; bidder to undertake necessary refurbishment/ upgrades at own cost; beneficial occupation may be negotiated.
• Compliance and risk: security clearance may be required; adherence to DPIP/FPPO disclosure requirements; confidentiality and anti-collusion provisions; legal/contractual adherence to Transnet conditions.
