REQUEST FOR PROPOSAL TO LEASE THE PREMISES IN EXTENT OF 4452m2 AT SEAFARER CIRCLE FOR THE PORT OF CAPE TOWN FOR A PERIOD OF UP TO TEN (10) YEARS.

Overview

The procurement is a lease of a 4452m2 Premises at Seafarer Circle, Port of Cape Town, for up to ten years, on an as-is basis with bidder-funded refurbishment where required. The property (currently used for cold storage and parking) is to be leased to a port tenant, with exclusions for hazardous materials and certain handling activities; refurbishment to meet fit-for-purpose needs may be negotiated. A non-compulsory briefing is on 14 Oct 2026 (Teams); site visits can be arranged. Closing date is 02 Nov 2026 (12:00); bid validity is 120 business days (as per RFP document TNPA/2026/09/0005/114805/RFP). Proposals are to be uploaded via Transnet’s eTender portal; questions deadline is 23 Oct 2026.

Requirements

• Tax compliance: SARS PIN/CSD registration required; TCS where applicable.
• CSD registration prior to submission; foreign bidders to incorporate SA entity for lease.
• B-BBEE status certificate or sworn affidavit (for EMEs/QSEs).
• Register on National Treasury Central Supplier Database (CSD).
• Security clearance for successful bidder and personnel (CONFIDENTIAL/SECRET/TOP SECRET).
• Environmental plan (Annexure 2) and general environmental/compliance duties.

• Returnable documents: SBD forms, Certificate of Acquaintance, RFP Declaration, Specific Goals Form, Job Creation/Skills Development, POPI, etc.
• Pricing must align with Section 4; maintenance and capital works plans (CAPEX) to be provided in the Business Plan.
• Non-disclosure agreement (Annexure 5) and integrity pact (Annexure 6).
