REQUEST FOR PROPOSAL TO LEASE THE PREMISES IN EXTENT OF 607.5m2 AT ALKMAAR

Overview

Lease of a 607.5 m2 premises at Alkmaar Road, Port of Cape Town, for up to ten years. This RFP from Transnet National Ports Authority invites bids from property owners/landlords or port-property operators to lease and refurbish a vacant office space for port use. Bidders should have relevant property-leasing/refurbishment experience and meet SA tax, CSD, and BBBEE requirements, plus security clearance where applicable.

Requirements

• Tax compliance: SARS PIN/TCS and ongoing tax compliance; where no TCS, provide CSD number
• Central Supplier Database (CSD) registration prior to submission
• B-BBEE: valid certificate or sworn affidavit (EMEs/QSEs) and consolidation rules for JVs
• Joint ventures/consortiums: provide agreement or intention to enter into one
• Experience and references: minimum 2 years in the proposed use; at least 2 reference letters (not older than 5 years); bank rating (not older than 3 months)
• Alignment with Port Development Framework Plan (PDFP) and port priority activities; evidence in the Business Plan
• Capital expenditure for refurbishment and a maintenance plan; project schedule (WBS) for lease duration
• Financial viability: signed cashflow projections showing going-concern status
• Administrative and substantive responsiveness tests and potential post-tender negotiations if needed
• Security clearance readiness and DPIP/FPPO disclosures where relevant
