Overview

Appointment of a service provider to supply, repair and servicing of all HVAC (heating, ventilation and air conditioning) services to the NHBRC for a period of three years, covering the Sunninghill and Eric Molobi offices. Bidders should be CIDB-registered at Grade 3 ME or higher (or higher), with proof of capacity, and hold relevant HVAC certifications and registrations (e.g., COIDA, SARACCA, SAQCCGas), plus compliant tax and supplier registrations.

Requirements

• CIDB registration: contractor grading of ME 3 or higher (or higher); joint ventures must meet combined grading requirements; online verification will be conducted.
• Qualifications and certifications: COIDA (relevant to HVAC), an air conditioning trade/test, SARACCA registration, two SAQCCGas technicians, two SAQCCGas on-site supervisors, and a qualified electrician with a Three-Phase Wireman’s License (certificates not older than 3 months).
• Resources and experience: evidence of availability of resources, skilled staff, and prior similar HVAC projects; a company letter confirming capacity to execute the project.
• Compliance documents: comply with pricing schedule (Section A), SBD forms, CSD/MAAA, CIDB details, latest CIPC documents, SARS PIN/TCS, and proof of tax compliance.
• Mandatory process: attend compulsory site inspections and briefing sessions; submit all returnable documents (T2.1/T2.2) and comply with online submission requirements.
• Ownership and eligibility checks: bidders must not be in the State’s service; verify no conflicts of interest; comply with protection against bid defaulters and related governance checks.
• Functionality and price: minimum functionality threshold 70/100; price and preference point evaluation (80/20) with specific goals for equity ownership (e.g., women-owned 12 points, youth-owned 6, people with disabilities 2).
