Request for Proposals for a service provider to conduct Independent Socio-Economic monitor services for the Gautrain System for a period of five (5) years

Overview

The Gautrain Management Agency (GMA) invites proposals for an Independent Socio-Economic Monitor to oversee independent socio-economic monitoring for the Gautrain System over five years. Suitable bidders are service providers with experience in socio-economic development monitoring, B-BBEE measurement, local content, data analysis, and reporting, able to work with Schedule 15 obligations and related governance documents.

Requirements

• Demonstrated experience in independent socio-economic monitoring for large public transport projects.
• Proposed personnel aligned with the pricing schedule: ISEM Lead/Project Director; SED and B-BBEE Specialist; Financial/Expenditure Verification Specialist; Localisation and Supply Chain Specialist; Data Analyst (as per Pricing_Schedule.xlsx).
• Compliance with B-BBEE requirements and SED obligations as outlined in Annexure B (Schedule 15) and related documents.
• Ability to submit required bid documents: Central Supplier Database (CSD) report, SBD1, SBD3.1, SBD3.2, SBD4, SBD6.1, and the Pricing Schedule (Excel) and to engage in SLA review ( Annexure A/C).
• Agreement to the bidding process, including non-mandatory briefing and SLA terms (SLA review to be returned with the bid).
