Overview

SANRAL invites proposals to lease its commercial properties for a five-year term. The RFP covers eight SANRAL properties across Gauteng, Limpopo, North West, Western Cape and Knysna, mostly vacant land with one improved Knysna site. Bidders may propose development on undeveloped portions (with a 30/70 revenue split preference to SANRAL) and JV arrangements are allowed under BBEE rules. A compulsory briefing and optional site visits are part of the process. Evaluation combines responsiveness, a functionality threshold, price and specific BBEE/SDP goals. Requirements

• Administrative/compliance prerequisites: complete SBD forms (SBD1, etc.), register on the Central Supplier Database (CSD) or provide Tax Compliance PIN, and supply required JV documentation if applicable.
• Bid process and governance: attend the compulsory briefing, participate in site visits if arranged, and avoid conflicts of interest or collusion; bids must be sealed and submitted by the deadline.
• Evaluation criteria: pass Step One responsiveness; achieve at least 60/100 in functionality; comply with BBEE, DPIP/FPPO declarations, and post-tender negotiations as needed; security clearance may be required for the contract.
• Development option for undeveloped land: option to propose development within 12 months (possible 6-month extension); SEA/ SPLUMA, rezoning processes and related conditions; reserve/development fees may apply.

• Submission method and documents: one original hard copy plus electronic copy; submit on official forms (not re-typed) and use the Pricing Schedule for monthly offers including VAT; retain 90-day validity.
• Pre-qualifications: mandatory CSD and tax compliance checks, and sign-off on authority to sign (Forms A2/A3 as applicable).
