REQUEST FOR PROPOSALS FOR THE APPOINTMENT OF A CONSULTANT TO PROVIDE DESIGN SERVICES FOR THE REFURBISHMENT OF AIRSIDE SERVICE ROADS AT CHIEF DAWID STUURMAN INTERNATIONAL AIRPORT FOR A PERIOD OF 24 MONTHS WITH TENDER REFERENCE PEA8335/2026/RFP

Overview

The tender is for the appointment of a consultant to provide design services for the refurbishment of airside service roads at Chief Dawid Stuurman International Airport for a 24-month period. Bidders should be able to deliver airside road design, drainage upgrades, vegetation/shoulder management, installation of road signs, and construction monitoring under the NEC3 Professional Services Contract, with relevant civil engineering qualifications and professional registration (ECSA Pr Eng or Pr Techno) and demonstrated experience in water/road projects.

Requirements

• 24-month contract for design and construction monitoring of airside service roads, under NEC3 PSC.
• Principal Engineer: ECSA registration (Pr Eng or Pr Techno) with SAQA certification for foreign qualifications if applicable; proof of qualifications and registrations required.
• Civil Engineering Technician: NQF level 6 minimum (preferably level 7); relevant water/roads project experience.
• Insurance: Professional Indemnity (R5 million) and Public Liability (R10 million) with required certificates; OHS compliance.
• Returnable documents: fully completed forms (e.g., Form of Offer), Schedule of Deviations, CVs and qualifications for key personnel, proof of registrations (CSD or SARS Tax PIN), BBBEE documentation, and other mandatory items listed in the bid documents.
• Compliance: PPPFA 80/20 framework, and adherence to GCC/Special Conditions, with the ability to sign a post-award contract.
• Site/due diligence: compulsory briefing session and site inspection; tax clearance/TCS requirements; potential security vetting.
