Overview

The UIF seeks a service provider to render Deep cleaning and hygiene services, materials and consumable items for 36 months at the Unemployment Insurance Fund (UIF), including work at 94 Nkomo Building and interim work at Absa Towers. Tender UIF2/26/27, open tender, with a closing date of 29 June 2026.

Requirements

• Tax compliance: provide SARS PIN/MAAA and maintain compliance for the full contract; subcontractors must also be compliant.
• Registrations and documents: Central Supplier Database (CSD) registration; SBD forms (1, 3.1 pricing, 4, 6.1); CIPC certificate; directors’ IDs; tax PIN; proof of registration on CSD.
• Evidence of capability: four client reference letters for deep cleaning/hygiene services in the last seven years; appointment letters.
• BBBEE: original or certified BBBEE certificate (SANAS) or sworn affidavit; specific goal documentation for BBBEE points.
• Vetting and compliance: security/vetting of key personnel; copies of IDs for vetting; IDC10 doctor’s letter for disability status if applicable.
• Technical and operational: contingency plan; staff qualifications (site manager 5+ years, supervisors 3+ years, minimum nine staff with 2+ years, four junior staff with relevant training); SABS/SANS approved chemicals; PPE/uniforms; equipment with maintenance and warranties; training of staff quarterly.
• Performance and standards: adherence to OHS Act, safety standards, and required SLAs; penalties for non-delivery; monthly/quarterly performance monitoring.

How to Apply

• Submission deadline: 29 June 2026 at 11:00; bids must be sealed and placed in UIF’s tender box at ABSA Towers, Ground Floor, 230 Lillian Ngoyi Street, Pretoria (0002). One original plus two copies; sign the bid register; pages to be initialed and numbered; use non-erasable ink.
• Documents to submit (via Annexures): SBD 1, SBD 3.1 (Pricing, Annexure D), SBD 4, SBD 6.1 (with Table 1), BBBEE certificate, CIPC certificate and directors’ IDs, CSD proof, tax PIN, IDC10 letter, company profile, JV/subcontracting docs if any, and four client references (Annexures A–F as applicable). For pricing, complete Annexure D (SBD 3.1) with total contract price (VAT inclusive) for 36 months (see Annexure D).
• Pre-qualifications: CSD registration, tax compliance status, and confirmation of tax PIN; note the National Treasury and SARS requirements.
• Briefing and queries: optional virtual briefing on 12 June 2026 (Teams); questions due 17 June 2026, 15:00; UIF responses by 19 June 2026, 17:00. Details in the tender document (see paragraph 4; annexures for contact).
• Evaluation: Phase 1 admin/mandatory, Phase 2 technical (minimum 70/100 to proceed), Phase 3 price and specific goals (80/20, with estimated contract value not exceeding R50 million). Pricing schedule and specific goal evidence dictate scoring (see Annexures A–F). The contract is 36 months with CPI-based price adjustments.
