REQUEST FOR PROPOSALS FOR THE APPOINTMENT OF A TERMINAL OPERATOR TO DESIGN FINANCE DEVELOP CONSTRUCT OPERATE MAINTAIN AND TRANSFER A

Overview

TNPA seeks to appoint a Terminal Operator to design, finance, develop, construct, operate, maintain and transfer a small-to-medium LNG import terminal at the Port of East London for a 25-year concession. Bidder should have LNG/terminal development and port-operations capability, with proven project finance, engineering, procurement and operations experience relevant to offshore/shore LNG terminals and long-term concession management.

Requirements

• Proven experience in LNG terminals or comparable port-infrastructure projects; ability to deliver D&C, O&M under a concession.
• Compliance with SA regulatory and empowerment requirements, including B-BBEE verification and tax clearance.
• Corporate and legal readiness: SA-registered company or SPV/JV with appropriate constitutional documents and board resolutions.
• Access to appropriate project guarantees, risk management, environmental, health and safety compliance, and related project documentation (e.g., Business Case, Schedule 3 financial model, Schedule 8 Environmental Plan).
