Overview

Request for Proposals to implement innovative revenue-generating and revenue-enhancement initiatives within Nkomazi Local Municipality. Bidders should have multidisciplinary capacity across revenue management, new revenue streams, and related governance (incl. Requirements

• Compliance and registrations: Tax compliance status (TCS PIN or proof), sign power of attorney or authority to sign, JV/CSD registration for joint ventures, proof of B-BBEE where applicable.
• Project proposals: comprehensive, sector-specific proposals with funding plan, implementation timeline, and measurable deliverables; avoid mere shopping lists.
• Evaluation framework: three-stage process (Administrative/Pre-Qualification, Technical, Price and Preferences); minimum technical score of 70/100; price/evaluation weighted under 80/20 (or 90/10 if above thresholds); adherence to Preferential Procurement Regulations (80/20 or 90/10, with goals-based points).
