Requirements

• Tax compliance: valid SARS PIN/TCS or registered on CSD; up-to-date with SARS if foreign or joint ventures.
• Registration/ Documentation: CSd registration valid on tender closing date; CM29/COR20.1 (Company), CK1/CK2C (Close Corporation) or COR20.1 (as applicable); JV/Consortium documentation if relevant; company resolutions for bid signing.
• BBBEE: valid SANAS-accredited BBBEE certificate or sworn affidavit; JV/Consortium BBBEE documentation if applicable.
• Financial/Current accounts: up-to-date municipal accounts for individual, entity, and directors; proof of arrangements if in arrears.
• Compliance declarations: MBD 4 (Declaration of Interest), MBD 8 (Past SCM Practices), MBD 9 (Independent Bid Determination), JPC MBD 7.1 (Bidder’s information); sign all required forms.
• Eligibility: no bids from persons in the service of the state; not listed on National Treasury defaulter or tender defaulter registers.
• Property-specific: lease term not exceeding 20 years; no rezoning during the lease; bidder bears all lease-related costs, including service contributions; improvements revert to City on expiry.
