REQUEST FOR PROPOSALS FOR THE LEASE OF ERF 516 MAYFAIR

Overview

Procurement of the lease of Erf 516 Mayfair (495 m2) by City of Johannesburg Property Company (SOC) Ltd to develop as a Tyre Fitment Centre and related services. Bidders with property leasing/development experience, ability to secure zonings and approvals, and to operate or manage a Tyre Fitment Centre and related services should consider bidding. The site is zoned Business 1 and the preferred use is a Tyre Fitment Centre with related services (wheel alignment, car service, workshop, tyre shop). The lease term is 9 years 11 months.

Requirements

• Tax and registration:
• Valid SARS Tax Compliance PIN or TCS; where not available, CSD registration number.
• BBBEE certificate (SANAS-accredited or equivalent).
• Up-to-date municipal accounts for the individual, entity, and directors; proof of arrangements if in arrears.
• Central Supplier Database (CSD) registration valid on tender closing date.
• Registration/documents per entity type (natural person, company, partnership, CC, trust) and JV/Consortium where applicable.
• Company resolutions for bid signing; JV/Consortium agreement if relevant.
• Completed and signed MBD forms: Declaration of Interest (MBD4), Past SCM Practices (MBD8), Independent Bid Determination (MBD9), Bidder Information (MBD7.1).
• If bidder is a joint venture/consortium, consolidated BBBEE and complete partner documentation.
• Compliance with “No bids from persons in the service of the state” and related SCM provisions.
• Failure to provide required documentation or to meet conditions may render bid non-responsive.

• Evaluation: two-stage. Stage 1 functional threshold of at least 70/100; Stage 2 price (80) and specific goals (20). Preferred use proposals and a 10-year maintenance plan are required for Stage 1 and 2 weightings.
• Financials: minimum/reserve rent of R7,800 per month excluding VAT; escalation 8% per year; administration fee R1,950.
