Requirements

• Compliance with PPPFA 2022 (80/20 or 90/10) and HDI/Social objectives; tender evaluated per policy.
• Tax/compliance: VAT status, SARS TCS PIN, CSD registration (or separate TCS certificate per party for JV/consortia).
• Complete and sign key MBD forms: MBD 1, MBD 3.1 (Pricing), MBD 4, MBD 6.1, MBD 8, MBD 9, and Declaration of Municipal Accounts; include pricing schedule and bidder experience.
• Specific contract participation goals (e.g., race, gender, disability, youth, local enterprise) and required HDI scoring.
• JV/Consortia: provide joint venture documentation, TCS/PIN for each party, and BBEE status; otherwise disqualify.
• 30-year lease with non-negotiable core terms; post-award compliance and demonstrations may be required.
• Insurance, performance security, and delivery/penalties as per GCC/SCC.
