Overview

The SABC invites bids for the provision of transactional banking services for a period of ten years. Eligible bidders are banks/financial services providers with a South African Reserve Bank banking licence, a valid FSP certificate and FSCA certificate, ISO standards, POPIA compliance, and a strong B-BBEE profile. The scope includes cash management, electronic banking, H2H/bulk payments, EDI, TV Licence collections, working capital facilities, and an Africa-wide branch network.

Requirements

• Valid SARB Banking Licence; Valid FSP and FSCA certificates; ISO certification
• POPIA compliance and Information Officer registration
• Minimum credit rating: zaAA (S&P National Scale) or equivalent (Moody’s Aa1.za or Fitch AA-(zaf))
• SARS PIN and tax compliance materials; BBBEE documentation (SANAS certificate or annual sworn affidavit for EMEs/QSEs)
• Proof of TV Licence status or applicable affidavit
• Certified company registration documents; directors’ certificates/IDs; last 3 years financial statements
• SANAS B-BBEE verification or affidavit; CSD registration; local content documentation
• SABC vendor registration form (K) and related onboarding steps

• Submission deadline: 11 September 2026 at 12:00 (noon). Bid validity: 180 days.
• Submissions: electronic via email to RFPSubmissions@sabc.co.za; PDF format; subject line must include bidder, tender number, and title; submit at least 60 minutes before closing.
• Queries: tenderqueries@sabc.co.za; clarifications deadline: 3 days before bid closing.
• Documents to submit (examples): signed RFP; SARS PIN (Document C); BBBEE certificate or sworn affidavit (2.2); TV Licence documentation (2.4); certified company registration, directors’ IDs (2.5–2.7); last 3 years financials (2.8); Pricing Schedule (Annexure A) (Document E); SABC Vendor Registration Form (K) and CSD registration.
