Overview

The City of Johannesburg Property Company (SOC) Ltd invites proposals for the sale of Erven 1449 and 1450 Highlands North Extension. The two vacant residential erven (1040 m2 and 1100 m2) are offered under RFP 06/2027FY/PF, with a reserve price of R2,780,000. A non-compulsory briefing is planned for 18 September 2026, and submission closes on 9 October 2026.

Requirements

• Tax and registration: valid SARS Tax Compliance PIN or TCS/ID, and registration on the Central Supplier Database (CSD) or provide alternative registration (see MBD 2, 2.6).
• Corporate and ownership documentation: BBBEE certificate (SANAS or equivalent), up-to-date municipal accounts for the bidder and for entity/directors, and JV/Consortium documentation if applicable (JV/Consortium Agreement, IDs).
• Returnable forms: completed MBD 4 (Declaration of Interest), MBD 8 (Past SCM Practices), MBD 9 (Independent Bid Determination), MBD 7.1 (Bidder Information), plus other MBDs as specified (MBD 1, MBD 3, MBD 6.1, MBD 10, MBD 11, MBD 13–17 as applicable).
• Eligibility checks: no bids from persons in the state, no tender defaulters, and compliance with regulations (80/20 price-specific goals framework; 80/20 weighting).
• Property-specific conditions: offers must not be below the reserve price; successful bidder must obtain required statutory approvals (Rezoning, Site Development Plans, Consolidation) at bidder’s cost; adhere to COJ Land Use Scheme (Residential 1) and development constraints (see Annexures and MBD 11).

• Briefing: Non-compulsory briefing on 18 September 2026 at 11:00 on-site (39 Halford Avenue Highlands North) (document references show this detail).
• Submission deadline and method: 9 October 2026, 10:30 (Telkom Time). Submissions must be in a sealed bid, addressed to JPC and deposited in the Braam Park tender box at 33 Hoofd Street, Forum 1, Braamfontein. No faxes or electronic submissions accepted.
• Required copies: one original hard copy, one copy plus a scanned USB version, all including all annexures/returnables.
• Contents to submit: official bid forms and annexures (MBD suite: MBD 1–11, plus 13–17 as applicable), pricing schedule (JPC MBD 3), and associated documentation (MBD 14 Registration Documents, etc.). Include Annexures A–C (maps, Windeed reports) as applicable.
