Request for Proposals for YERF Internal Audit

Overview

Procurement of YERF Internal Audit services by the Youth Enterprise Revolving Fund. The tender invites national consultancy firms (joint ventures allowed) to deliver internal audit services, including QA reviews, under an open tender process.

Requirements

• Five years of internal audit experience;
• Extensive knowledge of accounting and auditing procedures;
• At least five reference letters from internal audit/quality-control clients;
• Familiarity with YERF’s business and proposed methodology;
• CVs of the partner in charge and key audit staff;
• QA/quality-control experience;
• Eligibility documentation: valid trading license, certificate of incorporation, tax compliance certificate, VAT registration, labour compliance, ENPF, Forms J & C for the company, police clearance for all directors, certified IDs for directors, CVs for key personnel, three trade references, signed declaration of eligibility;
• Evidence of nationality eligibility for consultant and JV partners;
• Process requires separate technical and financial proposals and no mandatory pre-proposal meeting.

• Submission method: hand delivery (Lilunga House, 4th Floor, Mbabane) with three copies; electronic submissions not allowed (Tender Document).
• Documents to submit: technical and financial proposals in separate envelopes; evidence of eligibility; power of attorney (if signatory outside Eswatini), signed declarations; CVs; performance/eligibility documents as per Section 3; Forms from Section 4; no tender security required (ITC 21).
