Request for Proposals (RFP)

Overview

Provision of laundry services for CSIR for a five-year period on an as-and-when-required basis. Bidders with established laundry operations capable of servicing CSIR sites in Gauteng, KwaZulu-Natal and Western Cape, with robust health, safety, environmental and quality management, should bid.

Requirements

• Propose via CSIR Electronic Bid Submission Portal by closing date; max 20MB per file; late submissions rejected.
• Submit three folders: Mandatory Returnable Documents (Annexure E), Technical and Pricing documents; complete Annexure D (Pricing Schedule); provide a valid B-BBEE certificate or sworn affidavit; provide SARS Tax Compliance Status (PIN) or CSD report; for consortia, each party submits separate TCS/CSD.
• Bidders must be tax compliant and registered on the National Treasury CSD; pre-negotiations require CSD number; provide TCS PIN via SARS e-filing or printed certificate.
• Joint ventures must attach JV agreement, lead partner, split, and provide copies of certificates; provide latest Tax Compliance Status or CSD for each partner.
• Compliance: health, safety, environmental and quality management plan; segregation of laundry streams; traceability; PPE; site visits may be conducted; adherence to SANS standards (e.g., SANS 10146).
• Evaluation: proposals eliminated if not EBSP-submitted, NT Tender Defaulters/Restricted Suppliers; minimum thresholds: 70% functionality and 60% on each criterion; price and preference later; CSIR may award to best value.

• Submission: electronic via CSIR EBSP; three folders; up to 20MB per file; ensure files are named simply; signed by authorised person.
• Documents to submit: Annexure E; Annexure D; Annexure A/B/C; SBD Forms; B-BBEE; TCS PIN or CSD; company resolutions.
• Registrations: CSIR EBSP registration; CSD registration; SARS Tax Compliance; if foreign or consortium, provide respective docs.
