Request for Proposals (RFP)

Overview

The provision of managed bandwidth links for the SANReN Western Cape Garden Route Sites to the CSIR. Bidders should be network service providers with experience in delivering 10Gbps end-to-end fixed-line fiber links, SLA-driven service delivery, and CSIR procurement compliance.

Requirements

• Submit proposals electronically via the CSIR Electronic Bid Submission Portal and in three folders: Mandatory Returnable Documents (Annexure E), Technical/essential, and Pricing+BBEE (Annexure E).

• Proposals must be signed by authorized persons and submitted to the correct location before the closing date.
• Registration on National Treasury CSD and Tax Compliance Status (TCS) with SARS where applicable.
• If a joint venture, provide a JV agreement, lead partner, consolidated BBEE or sworn affidavit, TCS/CSD for each partner, ownership proof, and company registrations.
• Pricing must be in ZAR (incl. taxes, less unconditional discounts); include ROE, escalation, and a total cost breakdown; use Annexure D1 – Pricing Schedule (Garden Route sites).
• Provide technical proposals and compliance with Annexure B1 terms, including SLA, acceptance, and project plans; ensure end-to-end fixed-line 10Gbps, and maintain service levels.
• Compliance with CSIR terms (including fronting, due diligence, and contractual terms) and ability to supply required documentation.
