Overview

Appointment of a service provider to undertake spatial transformation research in selected municipalities, collect data, monitor and assess the state of progress, populate the SALGA Spatial Transformation Barometer and produce an annual report on the state of municipal spatial transformation. Bidders should be professional services firms with expertise in spatial planning, GIS, data analytics, local government research, dashboard development and reporting. The scope includes data collection in multiple municipalities, data integration into SALGA’s Barometer hub, and annual reporting.

Requirements

• Mandatory compliance: present on the Central Supplier Database (CSD) and be tax compliant; provide CSD summary and tax status; CIDB certificate if applicable.
• BBBEE: provide BBBEE status level verification certificate or sworn affidavit; rebuttable eligibility for preference points.
• References and team: minimum three verifiable references for similar work; CVs for key staff; Project Team Leader to hold Master’s/PhD in Town and Regional Planning or related field with ~20 years’ experience.
• Intellectual property and confidentiality: SALGA owns IP; sign confidentiality and SLA; deliverables handed to SALGA at project end.
• Bid documentation and governance: complete and submit SBD forms (SBD 6.1, SBD 4, etc.), disclosure forms, and adhere to GCC; address conflict of interest; 120‑day bid validity.
• Delivery and capacity: propose feasible method, ensure transfer of skills to SALGA; delivery window not to extend beyond the stated project end date; commence within a week of appointment.
